Solution

  1. At present, farmers in Maharashtra can obtain short-term agricultural loans from banks, cooperative societies and other formal institutions.
  2. Under the Kisan Credit Card scheme for 2025–26, eligible short-term agricultural loans were offered at 7% per year, and farmers who repaid on time could effectively receive the benefit at about 4% per year because of government interest support.
  3. Farmers may also borrow from private moneylenders, where interest rates can be higher. Maharashtra regulates the maximum rates that licensed moneylenders can charge on agricultural loans.
  4. During the last 50 years, agricultural credit has gradually become more organised and regulated, with banks, cooperative societies and government-supported loan schemes playing a larger role.
  5. Interest rates are not the same for everyone. They can differ according to the type of loan, repayment period, security offered and the institution providing the loan.
  6. Farmers who borrow from banks or government-supported schemes generally get lower interest rates, while people depending on private lenders may have to pay higher rates.
  7. These differences arise because banks follow government and RBI rules, while the risk involved, availability of security, repayment ability and type of loan also affect the interest charged.

Hence, compared with the past, farmers today have greater access to regulated and subsidised agricultural credit. However, interest rates still vary depending on the lender, type of loan and the borrower’s financial situation.
