XC = XL = R
V = `sqrt(V_R^2 + (V_L - V_C)^2) "but" V_L = V_C`
∴ V = VR = 10
When capacitor is short circuited, VC = 0
and VR = VL
∴ V = `sqrt(V)_R^2 + V_L^2 or 10 = sqrt2V_L`
∴ VL = `10/(sqrt2)V`.
