Oxygen has a greater ability than fluorine to stabilise the higher oxidation states of transition metal ions. Oxygen can also form multiple bonds with metals. Also, it is observed that the highest fluoride of Mn is MnF4 and the highest oxide of Mn is Mn2O7.
