The given reaction is \[\ce{Cl2_{(g)} + 2NO_{(g)} -> 2NOCl_{(g)}}\] 

given rate law is rate = k [Cl2][NO]2

Order with respect to Cl2 = 1

Order with respect to NO = 2

Overall order = 1 + 2 = 3

∴ The overall order of the given reaction is 3.
