In (CH3)3N, there is maximum steric hindrance and least solvation, but in (CH3)2NH, the solvation is more and the steric hindrance is less than in (CH3)3N. Although the +I effect is less because there are two methyl groups, di-methyl amine is still a stronger base than tri-methyl amine.
