There are no cities or villages on the moon but just human settlements because according to me people have just started settling on the moon, making it their home. Using "human settlements" keeps the story open to interpretation and gives a timeless or universal feeling, suggesting a focus on the lives and connections of people rather than their exact living arrangements.
