The reason is that if \[\ce{HCl}\] is used, the oxygen produced from \[\ce{KMnO4 + HCl}\] is partly utilized in oxidizing \[\ce{HCl}\] to \[\ce{Cl}\], which itself acts as an oxidizing agent and partly oxidises the reducing agent.
