Chlorine is significantly more electronegative than hydrogen. It strongly pulls the shared pair of electrons towards itself, developing a partial negative charge (δ) on the chlorine atom and a partial positive charge (δ+) on the hydrogen atom, resulting in a polar covalent bond (Hδ+ - Clδ−).
