No, weathering is not solely responsible for soil formation. Because weathering only provides the broken-down rock debris (regolith). Soil formation (pedogenesis) also requires organic matter from decayed plants and animals, active biological activity (microorganisms, earthworms, and roots), climate, topography, and time to transform raw mineral material into living, fertile soil.
