In the Indian parliamentary system, the prime minister holds the most powerful position in the executive branch. Although the President is the constitutional head, real authority and power are exercised by the Prime Minister and the Council of Ministers.
Under Article 74 of the Constitution, the Prime Minister is the head of the Council of Ministers and acts as the captain of the ship of the state. He is central to the formation, functioning, and even dissolution of the Council of Ministers. The Prime Minister is the key link between the President and the Cabinet, and his advice is binding on the President in the appointment and removal of ministers.
The President appoints the Prime Minister, usually the leader of the majority party in the Lok Sabha, and the rest of the ministers are appointed on the advice of the Prime Minister. Even the distribution of portfolios and policy direction are handled under the PM’s leadership.
Thus, the Prime Minister is:
- The head of government
- The leader of the Cabinet
- The leader of the majority party
- And the chief advisor to the President
He plays a central role in decision-making, legislation, planning, administration, and public opinion formation.
