Rights are not absolute: Rights are never unrestrained or absolute. They are propagated to the framework of decency and ethics so that no one should take undue advantage of the right. Rights are meant to run social life smoothly. Indeed, rights are subject to such reasonable restrictions as may be necessary for the protection of general welfare. The state is responsible for the general public intersects, decency or morality. Thus, the State may make laws putting restrictions on our rights.
