The second ballot system is an electoral method used when no candidate secures an absolute majority (more than 50%) in the first round of voting. If in the first ballot, no candidate gets an absolute majority, a second ballot or round is held between the two candidates who received the highest number of votes. The candidate who then secures a majority is declared elected.
