Group 1: In Favour of PSUs

Student 1: Public Sector Undertakings are important because they provide essential goods and services such as electricity, transport, banking, petroleum and communication. These services are necessary for the country’s development.
Student 2: PSUs also help in developing industries that require very large investments. Private companies may hesitate to invest in such projects because the profits may take a long time to come.
Student 3: Another advantage of PSUs is that they create employment opportunities for many people. They also help develop backwards and less-developed regions by establishing industries there.
Student 4: PSUs are not established only to earn profits. They also work for social welfare and provide important services at reasonable prices. For example, public transport and government-owned banks serve people even in areas where private businesses may not find it profitable to operate.
Student 5: Therefore, PSUs contribute to balanced economic development, infrastructure, employment and public welfare. They are especially important in strategic sectors of the economy.

Group 2: Against PSUs

Student 1: Although PSUs have played an important role, many of them suffer from inefficiency. Because they are government-owned, decision-making can be slow and bogged down by excessive procedures.
Student 2: Some PSUs make continuous losses. These losses may ultimately have to be supported by public money, which could otherwise be spent on education, healthcare or other development programmes.
Student 3: Private companies often face greater competition and therefore have stronger incentives to reduce costs, improve quality and introduce new technology.
Student 4: Political interference can also affect the management of public enterprises. Appointments, investment decisions or pricing policies may sometimes be influenced by considerations other than business efficiency.
Student 5: Therefore, the government should not operate businesses unnecessarily. Where private companies can provide goods and services efficiently and fairly, greater private participation may improve productivity and reduce the government’s financial burden.

Conclusion:

Both sides have valid arguments. PSUs are useful for providing essential services, developing infrastructure, generating employment and protecting strategic national interests. However, they must also be efficient, accountable and financially responsible. Thus, instead of saying that all PSUs are good or all PSUs are unnecessary, each PSU should be judged by its purpose, performance, and importance to society.
