Open Source Software (OSS) is software whose source code is made publicly available so that anyone can see, change, and distribute it. OSS does not, however, imply that the program is totally free. It just indicates that others are able to see and change the source code.

Free Libre/Livre and Open Source Software is referred to as FLOSS. Software that is both free and open source is referred to as FLOSS. FLOSS highlights that there are no fees for users to use and distribute the software, in addition to being Open Source.
