उत्तर
Security is not only the concern of leaders and experts. In a democracy, citizens must participate in deciding what threatens their security because security ultimately means protecting their lives, rights, dignity and well-being. However, governments and experts are needed to assess threats and formulate effective policies. Therefore, security decisions should be based on democratic debate, public consultation and expert advice.
