प्रश्न

What were the various forms of revenue settlement adopted by the British in India? Where did they implement them and to what effect? How far do you think those settlements have a bearing on the current agricultural scenario in India? (In your attempt to find answers to these questions, you may refer to Ramesh Chandra Dutt’s Economic History of India, which comes in three volumes, and B.H. Baden-Powell’s The Land Systems of British India, also in two volumes. For better comprehension of the subject, you can also try and develop an illustrated agrarian map of British India either by hand or with the help of your school computer. Remember, nothing helps better than an illustrated map to understand the subject at hand.)

उत्तर

Revenue Settlement Main Areas Main Feature Major Effect
Permanent Bengal, Bihar and parts of Odisha Zamindars collected revenue and paid a fixed amount to the British. Zamindars became powerful, while many peasants faced high rents and insecurity.
Ryotwari Madras and Bombay Presidencies Revenue was collected directly from individual cultivators or ryots. Peasants were directly responsible for paying revenue and often fell into debt when demands were high.
Mahalwari North-Western Provinces, parts of Punjab and Central India Revenue was fixed for an entire village or mahal. Village communities became jointly responsible for paying land revenue.

Effects of These Settlements

  • The British wanted to collect a regular and high amount of land revenue.
  • In many areas, peasants had to pay heavy revenue even when crops failed.
  • High demands forced many cultivators to borrow money from moneylenders.
  • Some peasants lost their land because they could not repay their debts or revenue.
  • The settlements also strengthened the position of zamindars, moneylenders and other rural elites in many regions.
  • Agriculture became increasingly connected with the market and commercial crops.

Influence on Present-Day Rural India

  • These colonial systems do not continue in exactly the same form today.
  • However, they influenced later systems of land records, land ownership and revenue administration.
  • Differences in landholding patterns between regions can partly be traced to their historical revenue systems.
  • Problems such as unequal land ownership, tenancy, and rural indebtedness have historical roots that colonial rule strengthened.

Conclusion:

The British introduced the Permanent, Ryotwari and Mahalwari settlements mainly to increase and organise land revenue collection. Although these systems were later abolished or changed, their effects on land ownership, rural inequality and revenue administration continued long after British rule.
