- The Rajya Sabha passes the President's Proclamation of Emergency if the Lok Sabha is not in session or has been dissolved.
- Without a 2/3 majority of the Rajya Sabha, the Lok Sabha cannot pass any laws on any of the State List topics.
- Rajya Sabha permission is required for the establishment of one or more All India Services that benefit both the Union and the states.
