The humanitarian crisis in Darfur, Sudan since 2003 has attracted empty promises by the International Community. How do you think the UN can intervene in situations like this? Would that require a change in its jurisdiction?

उत्तर
The UN can intervene in major humanitarian crises like Darfur by deploying UN Peacekeeping forces to secure conflict zones and utilising specialised agencies like the UN High Commissioner for Refugees (UNHCR) to distribute essential food and medical aid. However, effective intervention requires a critical shift in the UN’s traditional jurisdiction because its charter strictly prohibits interfering in the domestic sovereignty of a nation. To overcome this legal deadlock when a state fails to protect its own people, the textbook highlights the adoption of the “Responsibility to Protect” (R2P) framework, a modern jurisdictional doctrine that allows the international community to take collective, enforceable action against genocide and war crimes regardless of national borders.
