Feasibility depends on standard electrode potentials (reduction potentials). Fluorine (F2) has a higher reduction potential than chlorine (Cl2). Since (F2) is a stronger oxidising agent, it will not be oxidised by (Cl2).
The EMF of the cell is:
\[\ce{E{^{\circ}_{cell}} = E{^{\circ}_{cathode}} - E{^{\circ}_{anode}}}\]
It gives a negative value. Negative cell potential means the reaction is non-spontaneous. Hence, (Cl2) cannot oxidise (F−) to (F2), so the reaction is not feasible.
