The Vidarbha region of Maharashtra faces severe socio-economic and environmental problems, characterised by a highly vulnerable agrarian crisis, recurrent meteorological droughts, and a tragic history of widespread farmer distress. An assessment of its natural assets yields a distinct resource inventory: it possesses highly fertile black cotton soil (Regur), vast mineral belts containing coal and manganese in its eastern pockets, and crucial river basins such as the Wardha and Wainganga. However, due to uneven monsoonal rainfall, a lack of assured irrigation infrastructure, and the continuous overutilization of chemical inputs, the region suffers from critical soil degradation and dropping groundwater tables.
To ensure its sustainable development, which is modelled closely on the Indira Gandhi Canal Command Area strategies, several restoration measures are urgently required. First, the region must enforce a strict water management policy by replacing traditional flood irrigation with drip and sprinkler systems to minimise water loss. Second, the local cropping pattern must be diversified; farmers should avoid water-intensive crops and instead transition toward drought-resistant pulses, oilseeds, and citrus-fruit horticulture. Third, widespread eco-development must be executed through intensive afforestation and community pasture lining to control topsoil erosion and improve microclimates. Finally, much like the Command Area Development (CAD) framework, marginal farmers must receive direct institutional credit, financial support, and access to decentralised agro-processing units to diversify the rural economy and break the cycle of agrarian distress
