I think the government has sufficient funds to set up adequate number of schools . If it doesn't have , it can generate .But the problem is that there is much difference declaring or providing in the Act and actually implementing it . The problem is not of money but of work culture and integrity of character of the govt officials and machinery .Also there is lack of political willpower and humanised seriousness.
