Explain the policy of Tribal Panchsheel.

3. The main goals were to avoid imposing external values on tribal areas; to respect tribal lands and forests; to help tribes grow by teaching them to administer their own areas; to avoid over-administering tribal areas; and to judge results not by money spent and statistics, but by how people’s character changes.
