No. The Congress contained different groups and factions, making it a coalition-like party, but that did not make the national government a coalition government. Congress won clear majorities and governed nationally after the 1952, 1957 and 1962 elections. A notable state-level exception was Kerala in 1957, where a CPI-led government came to power.
