Sulh-i-kul, a Persian term meaning “universal peace” or “absolute peace,” was the cornerstone of Akbar’s governance. It wasn't merely a religious doctrine but a unifying political philosophy designed to manage the immense diversity of the Mughal Empire.
The main ideals of Sulh-i-kul included:
- Religious Tolerance: It moved away from Islamic exclusionism, promoting the idea that all religions possess a grain of truth. Akbar abolished discriminatory taxes like the Jizya (on non-Muslims) to foster equality.
- State over Sect: The policy established the Emperor as a neutral arbiter. The state’s duty was to maintain social harmony by ensuring that no religious group interfered with another or the stability of the empire.
- Reason and Ethics: Influenced by his advisor Abu’l Fazl, Akbar shifted the focus from blind faith to rationality (aql) and high moral conduct as the basis for citizenship and loyalty.
- Cultural Synthesis: By patronising Hindu, Jain, and Christian scholars alongside Muslims, Akbar integrated diverse elites into the imperial administration, creating a multicultural bureaucracy loyal to the crown rather than a specific faith.
