- Constitutional status: The Council of Ministers is a constitutionally mandated body mentioned in Article 74 of the Indian Constitution. It advises the President and helps in the administration of the country. In contrast, the Cabinet is not directly mentioned in the Constitution. It is an extra-constitutional body that functions as the core decision-making group within the Council.
- Composition: The Council of Ministers includes all categories of ministers Cabinet Ministers, Ministers of State (with or without independent charge), and Deputy Ministers. The Cabinet, however, is a smaller and more powerful group comprising only senior Cabinet Ministers who head important ministries like Home, Defence, Finance, and External Affairs.
- Powers and Functions: The Cabinet plays a decisive role in policy-making and governance. It takes major decisions and formulates policies, which the rest of the ministers must follow. The Council of Ministers, on the other hand, assists in executing these decisions and administering various departments but does not usually participate in high-level policy discussions.
- Meetings and Decision-making: The Cabinet meets regularly, often once a week, under the leadership of the Prime Minister to discuss and decide on important issues. Only Cabinet Ministers attend these meetings. The Council of Ministers rarely meets as a full body and usually works through individual ministries.
- Relative importance: The Cabinet is the most powerful component of the Council and practically controls the functioning of the entire government. The Council of Ministers, while larger in size, follows the direction and decisions of the Cabinet and is considered subordinate to it.
