- The Disaster Management Authority operates at all levels of government, from the national to the regional level. This work primarily concerns the management of disasters and addressing the issues faced by affected individuals.
- At the national level, the National Disaster Management Authority is chaired by the Prime Minister. Each state has a State Disaster Management Authority, chaired by the chief minister of that state.
- At the state level, there are district-level units, with the district collector accountable for disaster management and the implementation of rehabilitation programs. Subordinate to the district-level authorities are the Taluka and subsequently the Village Disaster Management Committees.
- The Tahsildar serves as the chairman at the Taluka level, but the Sarpanch of the village is accountable for disaster management at the village level.
- The collector of each district assists in the planning, coordination, and oversight of the rehabilitation program's implementation while also providing critical guidance and evaluating the entire system.
