The Indian people were unhappy about contributing to the Indus Basin Development Fund because:
- India was facing its own economic challenges, including poverty, food shortages, and underdevelopment.
- Many Indians felt it was unjust to financially aid Pakistan, a country with which India had hostile relations and had recently fought a war (1947–48).
- There was resentment that India was giving away waters of the Indus system and paying for Pakistan’s infrastructure, despite being the upper riparian country.
