Institutional Culture Followed the 'ASEAN Way', an informal, consensual, non-confrontational, and quiet approach respecting national sovereignty. Highly formal, legalistic, and plagued by open conflict and procedural deadlocks.
Bilateral Rivalries Kept bilateral territorial disputes off the main agenda, preventing bilateral conflicts from crippling regional cooperation. Dominated and frequently paralyzed by the protracted bilateral conflict between India and Pakistan, stalling summit meetings.
Economic Integration & Trade Successfully created an ASEAN Free Trade Area (AFTA) and established agreements with global powers (China, US, India). Intra-regional trade is high (over 20–25%). The South Asian Free Trade Area (SAFTA) remained largely ineffective due to trade barriers and mutual distrust. Intra-regional trade remains low (under 5%).
Primary Objectives & Focus Focused strongly on economic cooperation and development first, evolving gradually into a political and security community. Formed primarily with political declarations where economic cooperation took a back seat to security suspicions.
Regional Geopolitics Developed strategic autonomy without overwhelming dominance by a single giant member state. Characterized by an asymmetric power structure where India's vast geographic, demographic, and economic size created apprehension among smaller neighbors.
