Yes, in a limited sense. A social safety net is meant to protect people who may lose jobs, income or welfare benefits because of economic reforms and globalisation. It may include food security, education, healthcare, unemployment support and retraining. However, the purpose is not to accept suffering as inevitable, but to ensure that the benefits of globalisation are shared more fairly and vulnerable people are not abandoned.
