- It is an elected body that includes Block Samiti Chairpersons (Block Pramukhs) and councillors elected from district divisions. The Chairpersons of all Panchayat Samitis are its members.
- An IAS or State Civil Service officer serves as the Chief Executive Officer (CEO), overseeing administration and implementing development plans. In some states, the CEO is also the District Magistrate.
