The Indian Constitution is partly rigid and partly flexible because it is not easy to amend all its provisions.

  1. In some cases, the Union Parliament can amend certain parts of the Constitution by passing a law. For example, the creation of new states, or increasing or decreasing the territory of states, can be done through a resolution passed by a two-thirds majority of the members present and voting in both Houses of Parliament.
  2. However, in some other cases, even after the Bill is passed by a two-thirds majority in both Houses, it must be sent to the State Legislatures for approval. The amendment becomes valid only when it is ratified by at least half of the states in the Union. Examples include provisions related to the executive powers of the states, the Union judiciary, and High Courts in the states.
