Public Sector Units (PSUs), also known as Public Sector Enterprises, are managed and controlled business enterprises. The government owns the bulk of these businesses (51% or more of the share capital), ensuring that their operations are aligned with national development aims and public welfare rather than solely maximizing private profits.
Contributions of PSUs to the Indian Economy:
- Creation of a Strong Infrastructure Base: At the time of independence, India lacked basic industrial infrastructure, and the private sector lacked the vast capital required to construct it. PSUs invested heavily in vital areas such as iron and steel, heavy engineering, electricity generation, and aviation, which served as the underpinning for the entire economy.
- Balanced Regional Development: Private industrialists tend to cluster their factories around developed urban centers to cut costs and maximize profits. The government deliberately located major PSUs in economically backward and rural areas to bring employment, roads, schools, and modern townships to these neglected regions, thereby reducing regional economic disparities.
- Large-Scale Employment Generation: In a developing economy defined by poverty, establishing stable livelihoods was a top national priority. PSUs served as major model employers, hiring millions of trained, semi-skilled, and unskilled workers in stable jobs with competitive pay, social security benefits, and structured welfare support.
- Import Substitution and Self-Reliance: Early independent India relied heavily on foreign nations for industrial and technological commodities, which depleted its small foreign exchange reserves. PSUs began producing sophisticated machinery, defense equipment, chemical fertilizers, and engineering goods domestically, reducing India’s dependency on imports and promoting self-reliance.
