All countries are not the same in composition. A country like India has a diverse population. People of various religions, tribes, races, languages reside here. Thus policies should be so framed that they will fulfill the needs of all and will not give a upper hand to anyone. On the other hand countries like Bangladesh where Islam is the most dominant religion and the major Ethnic group are the Bengalis, policy decisions will be aimed at other ends. Situations also change during periods of war and emergency. Adjustments and re-organization of the government often needs to take.
