MnO2, red lead(Pb3O4), and PbO2 are all powerful oxidizing agents that exhibit a reducing property when reacting with conc. HCl is used to liberate Cl2 (gas), and oxidizing chemicals oxidize the conc. HCl converts to chlorine.
