Surendranath Banerjee started the Indian National Conference in 1883, so that the Moderates could discuss all sorts of political problems. He advocated the achievement of his aim through this but when he found that the aims and objectives of his Indian National Conference and the National Union were the same, the two merged with each other to form the Indian National Congress. He advocated constitutional means for the attainment of the political goals.
