They manage national-level administrative work and policy implementation.
- The State Civil Services operate under State Governments and are recruited through the respective State Public Service Commissions. Officers in these services manage state-level administration in departments such as education, health, and revenue. They can also be promoted to All India Services based on seniority and merit.
- Each ministry or department is headed by a Secretary, who is supported by officers such as Joint Secretaries, Deputy Secretaries, and Under Secretaries. This hierarchical arrangement ensures clear lines of authority and efficient coordination within and across departments.
