The central bank also extends short-term loans to the government to cover temporary funding needs, especially when awaiting tax revenues. In times of crisis, it may provide special emergency advances. Furthermore, it manages the purchase and sale of foreign currencies on the government’s behalf.

As a fiscal agent, the central bank is responsible for managing public debt. It issues new government loans, collects subscriptions, handles interest payments, and oversees the repayment of those loans. It also represents the government in implementing foreign exchange regulations.

In addition, the central bank plays the role of a financial advisor, offering guidance on all monetary and financial matters. It assists the government in shaping economic policies, including those aimed at controlling inflation or deflation, making decisions on currency devaluation or revaluation, managing deficit financing, and formulating budgetary and trade policies.
