Block level planning is the lowest level of planning, below the district level. It began during the First Five Year Plan and is being implemented in blocks of around 100 villages, each with a population of about 60,000. The primary goal of block level planning is to mobilize local resources and guarantee that people participate in decision-making and the implementation of development plans. It is carried out under the guidance of the Block Development Officer (BDO), with help from professionals and village-level workers and is managed by Block Societies. Main Activities under Block Level Planning include:
1. Agriculture and allied activities
2. Minor irrigation.
3. Animal husbandry and poultry.
4. Soil conservation and water management.
5. Forestry.
6. Fishery.
7. Processing of agricultural produce.
8. Organising input supply, credit and marketing.
9. Cottage and small industries.
10. Local infrastructure.
11. Social services:
- Drinking water supply
- Health and nutrition
- Education
- Housing
- Sanitation
- Local transport
- Welfare programme
12. Training of local youth and updating of skills of local people.
