A book or a collection of documents assembled into a single volume is referred to as a written constitution. It is a purposefully created and implemented constitution that is approved by a legislature, a council, a committee, or a constituent assembly. “A written constitution,” according to Dr. Garner, “is a consciously planned constitution, formulated and adopted by deliberate actions of a constituent assembly or a convention.” It establishes a clear framework for government institutions, including their composition, authorities, roles, and interactions. It represents the state's constitutional law. It has a unique personality, a unique holiness, and a position of authority. Its provisions bind the government. It must adhere to its terms scrupulously and rigorously. Only by following the relevant provisions can the constitution be changed. A properly enacted constitution is one that is in writing.
