1. What to produce and in what quantities? Since resources are limited, the economy must decide which goods and services to produce and in what amounts, balancing consumer goods versus capital goods, and other priorities.
2. How to produce? The choice of production techniques (labour-intensive or capital-intensive) must be made to use scarce resources efficiently, aiming at maximum output with minimum cost.
3. For whom to produce? This involves deciding how the total output will be distributed among individuals or groups in the society.

These problems compel the economy to make choices that optimize resource use to satisfy maximum wants.
