While term limits can prevent the concentration of power and political stagnation, they can also restrict democratic choice and remove highly competent lawmakers.

  • Reasons Supporting Term Limits:
    1. Prevents Political Monopolies: Term limits break the stronghold of career politicians and entrenched dynastic networks, allowing new, younger leadership to enter the Lok Sabha.
    2. Encourages Merit and Performance: Knowing their time is limited, MPs are incentivised to focus on high-impact development projects and fulfil campaign promises quickly rather than focusing solely on long-term political survival.
    3. Combates Anti-Incumbency and Corruption: Long tenures can sometimes breed deep-seated local corruption networks, institutional capture, and voter apathy. Regular turnover infuses fresh accountability.
    4. Promotes Demographic Representation: Restricting consecutive terms naturally opens up seats for underrepresented groups, including women, youth, and marginalised communities.
  • Reasons Opposing Term Limits:
    1. Restricts Voter Sovereignty: In a true democracy, voters should have the absolute right to choose whoever they want. Forcing a well-performing, highly popular MP out of office undermines the democratic mandate of the electorate.
    2. Loss of Legislative Expertise: Experienced MPs possess deep knowledge of parliamentary procedures, constitutional law, and complex policy drafting. Replacing them entirely with inexperienced newcomers can weaken the oversight of parliamentary committees.
    3. Empowers the Bureaucracy: Inexperienced lawmakers are often heavily dependent on permanent civil servants (bureaucrats) to understand administration and policy, which can tilt the balance of power away from elected representatives. 
    4. Shifts Focus to Short-Term Populism: Lawmakers limited to fixed terms might prioritise short-term, populist policies to secure quick wins, rather than focusing on complex, long-term national development plans.
