उत्तर
- Legislative Powers: The Parliament has the authority to pass laws on matters from the Union List, the Concurrent List and in some cases, the State List. It also has the authority to legislate on issues not covered by any list.
- Financial Powers: The Union Parliament has responsibility over the nation’s finances. It creates the annual budget, approves taxes, and authorises government spending. All money bills can only be introduced in the Lok Sabha, which has more authority over finances than the Rajya Sabha.
- Executive Powers: The Parliament has authority over the Union Executive. The Council of Ministers, led by the Prime Minister, is collectively responsible to the Lok Sabha. Parliament has the power to remove the government by a vote of no confidence and to hold it responsible through debates, questions, and resolutions.
- Judicial Powers: Parliament can impeach the President and eliminate Supreme Court and High Court judges. It can also punish contempt and establish legislation defining the powers of the court.
- Electoral Functions: Parliament participates in the election of the President and Vice President. Members of both houses vote in these elections.
- Amendment Powers: Article 368 allows Parliament to change the Constitution. Some changes require a simple majority, while others require a special majority plus ratification by half of the state legislatures.
