In early Indian states, the king (rājā) was the main authority. He was responsible for protecting the kingdom, maintaining law and order, ensuring justice and looking after the welfare of his people. He was assisted by important officers such as ministers, military commanders, tax collectors, judges and other officials who helped in administration.

To govern large territories, rulers divided their kingdoms into provinces, districts and villages. Local officials administered these areas and helped with tax collection, law and order, agriculture, irrigation and public works. Kings also maintained armies, roads and communication networks to control distant regions. In this way, a system of officials and administrative divisions helped rulers govern large and diverse territories effectively.
