The appointment of the Chief Minister is done by the Governor of the concerned state. In the aftermath of state elections, the Governor summons the leader of the party which has secured a majority in the legislature to form the government. However, if it is a hung House, the Governor may exercise discretion and invite a leader who is most likely to form a stable government.
