Mahmud Gawan reorganized the Bahmani administration. He divided provinces into smaller ‘tarafs’, increased them to eight, curtailed governors’ powers by appointing central officers, placed forts under governors and military commanders, measured land and fixed revenue, and enforced anti‑corruption measures to protect farmers for equitable taxation and administrative efficiency overall.
