The idea of separation of powers, which maintains the independence of the three branches of government, is the primary feature of a presidential system. Both the legislative and executive branches cannot have the same membership. Both have the ability to enact laws and enforce existing ones on their own. The topic of how the powers relate to one another is complicated and challenging because of the separation of powers. In actuality, the structure of the party system and the party stance determine how the two relate to one another. The relationship between the Head of State and the legislature becomes more harmonious if the same party holds a majority in both. The relationship between the US President and the Congress can be greatly improved by having a Democratic President and a Democratic majority in the US Congress, especially in the Senate. But the opposite is also true, meaning that when the president is a Democrat and Republicans hold a majority in the US Congress, especially in the Senate, the relationship between the executive and legislature suffers from impasses and disputes. Political parties are therefore crucial to the operation of a presidential system of government.
