Because the Commission had only British members and included no Indian representative, Indians saw it as an insult to their self‑respect and a denial of the right to be consulted on constitutional reform; therefore it was opposed and boycotted everywhere in India.
The Congress formally decided to “boycott the commission at every stage,” and the Commission was met with hartals, black‑flag demonstrations and the slogan “Simon Go Back” wherever it went; during these protests Lala Lajpat Rai was fatally injured in a police lathi charge.
