Why is wheat not cultivated extensively in West Bengal and the extreme southern states of India?

Wheat is a rabi (winter) crop that needs cool, dry winters (ideally about 10 - 15°C at sowing and 20 - 25°C at ripening) and moderate rainfall; high heat, high humidity and excessive/winter‑unsuitable rainfall retard its growth. West Bengal and the extreme southern states have warmer winters, heavier/erratic rainfall and more moisture‑logged conditions, so wheat is not cultivated extensively there.
