Halogens are strongly oxidising agents in nature because they have 7 valence electrons and need only 1 more electron to achieve a stable octet configuration. Due to their small atomic size and high electronegativity, they have a strong tendency to gain electrons from other substances, thereby oxidising those substances while getting reduced themselves.
