  1. After the war, India would be given empire status and be able to write its own constitution.
  2. To write the new constitution, a constituent council would be put together, mostly made up of Indian representatives.
  3. States could choose not to be part of the Indian Union and instead make their own unions or stay independent.
  4. The British would still be in charge of defence and military matters until the new constitution was written.
  5. A Constituent Assembly would be formed to frame the future Constitution of India, with members partly elected by provincial legislatures and partly nominated by princely states.
  6. Provinces would have the right to opt out of the Indian Union and form their own separate unions.
